Look behind you. How many people are following you? As many as there should be? Any at all? Saying that you're a leader -- or having a fancy title that suggests you should be a leader -- doesn't make you one.
You are not a leader unless someone is following you.
Over the next few days, think about those who are following you (or those who should be). Identify them by name. Explore the reasons that they follow you (or should be following you). Examine the reasons that they sometimes follow from afar (or not at all).
Be daring. Ask your followers to identify the characteristics that encourage them to stick with you, and ask them to explain the traits that make them hang back.
